He calls it newspaper blackout poetry.  Poet and cartoonist Austin Kleon uses two tools, a page from a newspaper and a black magic marker.  

He looks at a column of print and begins blacking out lines until he comes to words he likes and leaves them just as they are.

The end result is a mostly black page with the remaining words that create a poem. 

Here's one, all blacked out, except for these words:

"The bully is the most terrifying villain...a coward filled with evil...a terrorist swayed by his experience into spreading devastation...But on occasion he gets slugged."
