	Yesterday in his state of the state address, Governor Dannell Malloy outlined his proposed changes to the second year of state's 40-billion two-year budget. But before the noontime speech, the governor's budget chief Benjamin Barnes released the facts and figures of the budget adjustment, which will increase spending by 329-million.
