Enforcement of Protection Orders Needs Improved

The state victim advocate has released an investigative report into the death of Tiana Notice, who died last February after being stabbed by her ex-boyfriend James Carter, II.  

He murdered her after repeated violations of a restraining order that Notice had obtained against him.  The report sheds light on procedural gaps in the enforcement of protection orders.

State Victim Advocate Michelle Cruz spoke with WNPR's Lucy Nalpathanchil about the report's findings.
