While homelessness is a chronic problem, the current economy has only increased its severity. Coupling a tightening budget with a growing number of homeless in need of aid could spell problems for the state. State Senator Jonathan Harris believes that using a new survey, the vulnerability index, can both distribute aid efficiently and save taxpayers money.
