A federal appellate court issued a ruling yesterday on the state’s program to publicly finance political campaigns. 

The current law allow participating candidates to get public money if they meet certain thresholds.  But the court says that some portions of the law are unconstitutional. 

Meanwhile, a state judge essentially said Lt. Governor Mike Fedele could get more than two million dollars from the public finance system – after a challenge by frontrunner for the Republican nomination Tom Foley.  Confused yet?  Here to sort it out for us are Jeff Cohen and Colin McEnroe.
